Council ponders ordinance to clarify roles of mayor, city administrator

The Lebanon City Council took a first look Thursday at some proposed new laws, including one intended to  clarify the roles of the mayor, city council and city administrator.

Assistant/Acting City Administrator Ben DeClue discussed the mayor and city ordinance at Thursday’s work session. He asked council members to review the proposed ordinance for changes. He hopes to bring it up again for discussion at the November work session.

Parts of the ordinance came from a discussion at the council’s Sept. 7 work session, and DeClue said part came from his research of other third class cities that are stable and well managed.

“I have put together an ordinance that I think addresses the issues we’ve run into as to what is the role of the mayor, what is the role of council, how should the city administrator position really look,” he said.

The ordinance clarifies which positions the mayor appoints and  which are department heads that the administrator recommends to council for their approval.

DeClue said the ordinance lays out the role of the mayor in relation to other offices.  He said the mayor has both executive and legislative duties because he votes on the council.
